Richard Oliver Cecil, of Laurel, DE, passed away at his home on Saturday, July 23, 2016. He was 70. Funeral Services will be held on Friday, July 29, 2016 at 11 a.m. at the Framptom Funeral Home in Federalsburg. Interment will follow at Hillcrest Cemetery. Family will receive friends one hour prior to the service.
